Demesne laws are de facto laws, defining the relationship between a ruler and their vassals. When the DLC icon Conclave.pngConclave DLC is active, they are replaced by realm laws.

Vassal obligations

Laws are graded from low to high e.g. the higher the taxes, the lower the vassals's opinion will be.

Note that levies here refer to maximum levies - the amount of their levies that a vassal with an opinion of +100 would provide. Crown laws handle minimum levies.

Highest level requires the Legalism technology:

  • Harsh Tax laws require Legalism VI
  • Maximum levy laws require Legalism VII

Centralization

A centralized state is important for the liege to grow powerful, but a decentralized state might be easier to maintain (or necessary, if the liege has many direct vassals). If the Conclave DLC is activated, this law is found under the Realm laws tab. Dukes and above can enact centralization laws.

Tribal organization

Tribal organization applies to independent tribal rulers of duke tier and above. It replaces crown laws (without Conclave) or subsumes council laws (with Conclave). It can only be changed one increment at a time, but unlike crown law a ruler may change it more than once in their lifetime.

Viceroyalty

With the DLC icon Charlemagne.pngCharlemagne DLC, independent feudal emperors can grant kingdoms or duchies to vassals as Viceroyalties. Unlike regular titles, viceroyal titles automatically revert to the liege upon their holder's death, lessening the chance that vassals will grow too powerful or pass their titles on to disloyal heirs. If the Conclave DLC is activated, this law is found under the Realm laws tab.

Note that having viceroy vassals will upset your feudal duke+ vassals who are not themselves viceroys. The opinion penalty is -2 for each viceroy kingdom and -1 for each viceroy duchy held by a direct vassal. This may make it difficult to manage a realm with both hereditary kings and viceroy kings.

Administration

Applies to independent feudal emperors. The Byzantine Empire starts with Imperial Administration, while other realms will only be able to adopt it later in the game.

Note that if the player is an emperor and don't see an option within Demesne Laws / Realm Laws to choose between "Feudal Administration" and "Imperial Administration", they may need to scroll down to see those options.

Note that Imperial Administration automatically gains ability to have kingdom and duchy viceroys, regardless of legalism.

Changing demesne laws

Rulers can seek approval to change a demesne law every 5 years. All vassals get a vote, weighted depending on their titles. Muslims change laws using piety instead and do not need voter support.
